RESOLUTION NO. 2, S. 1995

DECLARING THE CASA HACIENDA AND ITS ENVIRONS, THE SITE OF THE HISTORIC TEJEROS CONVENTION IN SAN FRANCISCO DE MALABON, CAVITE AS A NATIONAL HISTORICAL LANDMARK

WHEREAS, Articles 14, 15, and 16 of Section 14 of the 1986 Constitution of the Philippines state, respectively, that: “The State shall foster the preservation, enrichment and dynamic evolution of a Filipino national culture…; the State shall conserve, promote, and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations; All the country’s artistic and historic wealth constitutes the cultural treasure of the nation and shall be under the protection of the State which may regulate its disposition;”
WHEREAS, Presidential Decree No. 260, dated August 1, 1973, specifically vested the National Historical Institute, a cultural agency attached to the Department of Education, Culture and Sports, and an Institution affiliated with the National Commission for Culture and the Arts created by virtue of Republic Act No. 7356, to conserve and promote the historical and cultural heritage of the country, and is, therefore, charged with the identification, maintenance and care of historical shrines, monuments, and landmarks, and the development of historical sites and structures that may be declared as National Shrines, Monuments and Landmarks;
WHEREAS, the government recognizes the historical event that took place on March 22, 1897, at the Casa Hacienda, in barrio Tejeros, San Francisco de Malabon, capital of the Magdiwang faction of the Katipunan, where a revolutionary assembly was convened;
WHEREAS, in the assembly, known as the Tejeros Convention, a central revolutionary government was established and officials were elected namely: Emilio Aguinaldo, President; Mariano Trias, Vice-President; Artemio Ricarte, Captain General; Emiliano Riego de Dios, Director of War; and Andres Bonifacio, Director of the Interior;
WHEREAS, it was also during the convention in Tejeros that General Artemio Ricarte was designated as the first Captain General of the Revolution;
WHEREAS, due to the significant events associated with this site, a historical marker was installed by the Philippines Historical Committee in 1941;
WHEREAS, in the celebration of the National Centennials starting 1996 until 1998, the Tejeros Convention site is a reminder to all Filipinos of the struggle and the ideals of liberty for which our forefathers a century ago unselfishly devoted themselves;
NOW, THEREFORE, the National Historical Institute, by virtue of powers vested in it by Presidential Decree No. 260, dated August 1, 1973, as amended by Presidential Decree No. 1505, dated June 11, 1978, hereby declares the Casa Hacienda and its environs, the site of the historic Tejeros Convention in San Francisco de Malabon, Cavite, as a National Historical Landmark.

The Tejeros Convention of March 22, 1897 was held in the religious Casa Hacienda de Tejeros, the exact site of which is located along what is now General Trias Drive in Rosario, Cavite. The Casa Hacienda is now in ruins, having been destroyed during the Philippine Revolution which sparked in 1896. The area is distinguished by a 1941 historical marker and two other markers installed by the Emilio Aguinaldo Centennial Committee, found directly facing the main road.

The old Casa Hacienda of the Augustinians is found in ruins in the rear portion of the lot near the river. Still intact are portions of old adobe walls with arches, flights of stairs leading down to a tunnel which leads out to a nearby river.

The Tejeros Convention

A revolutionary assembly was held March 22, 1897, in the building known as the casa-hacienda of Tejeros, that once stood on this site. Presided over by Andres Bonifacio toward the end of the session, the assembly decided to establish a central revolutionary government, and elected Emilio Aguinaldo, President; Mariano Trias, Vice-President; Artemio Ricarte, Captain General; Emiliano Riego de Dios, Director of War; and Andres Bonifacio, Director of the Interior. Certain events arising in the Convention caused Bonifacio to bolt its action.

The present owner had the lot subdivided sold to individuals who, in turn, have built their houses in the area. the remaining unsold areas are vacant and occupied by the ruins of the old casa hacienda.
