The building served as the seat of the city government from May 7, 1940, one year and seven months before the onset of World War II – when Japanese bombs fell on this city on Christmas day of 1941. The building however, withstood the bombs that fell around its vicinity. The building was designed by Architect Antonio Toledo and was inaugurated in March 30, 1940, 37 days before San Pablo became a chartered city by virtue of Commonwealth Act No. 520, signed by President Manuel L. Quezon. The President himself was the guest of honor during the building inauguration. In 1998, a new 8-storey building was constructed beside the old building which served as the new governance center.
The building served as the city’s Administration Centre from 1940-1998.
Offices of the DILG, COMELEC, COA remained at the 2nd floor , Treasury, Accounting, Budget , Internal Audit , Office of the Senior Citizens Affairs and GEMCO remained at the 1st floor. The 3rd and 4th floors house the community museum.
The building was designed by Architect Antonio Toledo, one of the government Architects during the American Colonial period, show cases the popular design of the same period. Other buildings designed by Architect Toledo include: City Hall of Manila (1941), Dept. of Agriculture and Commerce (now Tourism Building), Department of Finance (now National Museum), Leyte Capitol (1920s), Cebu Provincial Capitol (1937), Manila Customs House, UP College of Medicine Annex (Padre Faura Campus), UP University Library (Padre Faura Campus), Women’s Dormitory of the Philippine Normal School.
It represents the prevailing architectural characteristics and design during the American Colonial period when the structure was built.
