Constructed in 1926, completed in 1928 under the late Governor Modesto Castillo. It was reconstructed under Governor Leviste when a bomb destroyed it. Rebuilt with the aid of the people of the United States of America under the Philippine Rehabilitation Act of 1946.

The Provincial Capitol Building of Batangas was built in 1929 in the hilltop of Barangay Sambat, presently Barangay Kumintang Ibaba in Batangas City. It followed closely the design of the well regarded American Architect, Daniel Burnham for all major administrative buildings then. Responsibility for its construction was under Gov. Modesto Castillo. The building has transcended its American colonial context as a symbol of American power in the country and has come to represent Filipino good governance.
