Vice-President Sergio Osmeña became the first Filipino Secretary of Education under the Commonwealth in 1935. He believed that democracy would be best served by widening our educational base. He therefore started building more schools, hiring more teachers and getting students to enroll in the lower grades. He started Filipinizing textbooks. He emphasized adult education. Despite insufficient funds the total number of children in schools nearly doubled before the outbreak of the war in 1941.
