When Sarangani Province was created in 1992, the people of Sarangani witnessed Congressman James L. Chiongbian's dedication to public service and progress. Having secured a 26-hectare Capitol site form the Alcantara family, he immediately built the Capitol Building, improved its grounds, and constructed various buildings within the complex. This building served as the office of the first set of officials and employees of the province within the Capitol Complex.
