Lt. James G. Gilmore was a navigator of USS Gunboat Yorktown, who lead a team to map Baler for the purpose of getting the Spaniards out of the church of Baler. Unfortunately, they were captured by the Philippine revolutionaries, led by Captain Teodorico Novicio, thus making them the first American prisoner of war (POW's) in the Philippine-American war.
