Parish Church of Saint Helene the Empress of Santa ElenaParish Church of Saint Helene the Empress of Santa Elena is a Registered Property, Province of Camarines Norte located at Santa Elena, Camarines Norte, Region V.
Since the town (Poblacion) was practically owned by brothers Engracio Diasanta del Moro and Silvestre Diasanta del Moro and cousins like Villabrosa, Cudiamat and Calvario, the development in that town was not hard at all. There were initiatives among residents of Sta Elena Camarines Norte to develop it into a progressive and loveable town. A concerted efforts among locals like brothers Engracio and Silvestre came into fruition: Silvestre donated willingly the whole site of Public Cemetery, Town Plaza, Half of the site Municipal Hall, half of the site of the Catholic Church and Barangay Pulungan. Engracio, also wholeheartedly and freely donated half of the area of the Municipal town hall, Catholic church, Sta Elena Central School Site (Sta Elena Integrated School), Barangay Hall, Bahay Pulungan site and town’s Public Market. The spouses Carlito and Marcelina del Moro even donated a life size Patron saint as their promise and devotion to the Patroness. There were no oppositions in the development of the road system because they were owned by the brothers and cousins. Negotiation was then swift and easy for they have one thing in common, for the benefit of the town’s development. For whatever reasons, there were two declared Catholic Church sites, one was owned by the Aman’s and the other one was del Moro’s but the later materialized probably because of its strategic locations.
Majority of the first inhabitants of Santa Elena were from the Province of Quezon and Roman Catholic by religion. Due to the distance of Santa Elena from the nearby municipalities of Camarines Norte, which are Capalonga and Labo, the first catholic group demanded the acknowledgement of the Archbishop of Nueva Caceres, Naga City, to give them a missionary priest. The first to be sent in 1958 were Rev. Fr. Angel Obramia and Rev. Fr. Celestino Enverga who became the first Bishop of the Diocese of Daet. Next to them was Rev. Fr. Ben Clemeno in 1960 followed by Rev. Fr. Pepito Redoblado who was permanently assigned up to 1964. Through him the small chapel was improved with the full support of the inhabitants. He was followed by Rev. Fr. Manuel Conception who served from 1965 – 1968. It was during the term of Rev. Fr. Conception that Santa Elena comprising 13 barangays of Labo, became a parish through the initiative of the late Bishop Celestino Enverga. The following barangays constituted the parish of Santa Elena at that period: San Pedro, San Isidro, San Vicente, San Lorenzo, Salvacion, Bulala, Rizal, Basiad, Pulongguit-guit, Santa Elena (Poblacion), Bayabas, Guisican, and Tigbinan.
In 1972, during the time of Rev. Fr. Aguinaldo Fermo, the small chapel was renovated into a small concrete church through the generosity in financial assistance of Mr. and Mrs. Virgilio Rogue and Mr. and Mrs. Elisio Quimson, all residents of Manila.
