Talisay was founded as a visita of Daet in 1654. It was established as a Pueblo with a Capitan Municipal in 1733 but still under the Spiritual care of the Parish Priest of Daet. In the year 1777 it was created a parish under the patronage of san Francisco de Asis. The visita of san Vicente became a separate parish in 1877.
In 1733, when Talisay was still under the care of the Parish of Daet, the Church was constructed under the supervision of the Parish Priest of Daet in coordination of the First Capitan Municipal of Talisay, Don Antonio Estanislao. It is said that the church was very spacious and beautiful. Unfortunately, it was burned down in 1880. In 1885, the foundation of the present church was laid. The plan was smaller than the burned church. The construction of this church was managed by the parish priest with the able assistance of the Capitan Municipal, Don Celedonio Avancena. The population of the community then was only a few hundreds.
