DECLARING THE QUIPAYO CHURCH IN CALABANGA, CAMARINES SUR A NATIONAL HISTORICAL LANDMARK.
WHEREAS, the Constitution of the Philippines provides that "The State shall promote and popularize the nation's historical and cultural heritage and resources";
WHEREAS, Presidential Decree No. 260, dated August 1, 1973, specifically vested the National Historical Institute, a cultural agency attached to the Department of Education, Culture and Sports, and an institution affiliated to the National Commission for Culture and the Arts, with the authority and duty to conserve and protect the historical and cultural heritage of the country;
WHEREAS, Quipayo was established as a town in 1578 by Franciscan missionaries, Fr. Pablo de Jesus and Fr. Bartolome Ruiz;
WHEREAS, the Quipayo mission included the visitas of Ligmanan (Libmanan), Baigon (Siruma), Calabangan (Calabanga), and Bombon.
WHEREAS, as one of the earliest structures built during the Spanish Regime in the region, the Church of Quipayo still stands as an enduring symbol of Catholicism in Bicol.
NOW, THEREFORE, the National Historical Institute, by virtue of the powers vested in it by Presidential Decree No. 260, dated August 1, 1973, as amended by Presidential Decree No. 1505, dated June 11, 1978, hereby declares the CHURCH OF QUIPAYO in Calabanga, Camarines Sur, a National Historical Landmark.

Simbahang Parokya ng Quipayo
Isa sa pinakamatatandang simbahan sa Kabikolan. Ito ay itinatag noong 1578 ng mga misyonerong Pransiskano na sina Prayle Pablo de Jesus at Bartolome Ruiz. Pinakaulo ng mga naunang misyon, ang bayan ay sumakop sa mga bisita ng Ligmanan (Libmanan), Bangon (Siruma), Calabangan (Calabanga) at Bombon hanggang sa ang mga ito ay nagsarili noong mga taong 1586, 1687, at 1749, ayon sa pagkakabanggit. Mula noong 1902 hanggang sa kasalukuyan, ang Quipayo ay naging parokyang baryo ng bayan ng Calabanga.
Buhat sa orihinal na nipa at kahoy ang kasalukuyang simbahang tisa ay ipinatayo sa pamamahala ni Prayle Francisco Gaviria noong 1616. Gayunman, ang harapan ng simbahan ay nagiba nong 1949 dahil sa malakas na pag-ulan. Patrona ng parokya ay ang Birhen ng Imakulada Konsepsiyon. Noong 1659, naging pangalawang patron nito si San Roque.
