The first hospital in the Baybay District of Laguna. Named after the first Governor of Laguna, Gen. Juan Cailles.
The hospital serves patients from the towns of Kalayaan, Paete, Pakil, Pangil, Famy, Siniloan, Mabitac, and Sta. Maria. Even patients from Polillo and Infanta, Quezon were brough to this hospital by reason of their geographical locations.
Since the American regime, there is only one public hospital in the province of Laguna, the Laguna Provincial Hospital. Due to population explosion, this health institution became inadequate to cope with public demands for hospitalization, hence, the necessity of establishing branches to sub-serve the welfare and interest of the people. Sometime in 1955 upon the manifestation of the officials of this region, the Provincial Board of Laguna under the leadership of the then Governor Dominador E. Chipeco, appropriated the sum of P40,000.00 for the construction of a branch hospital for the Baybay region (Municipalities of Kalayaan, Paete, Pakil, Pangil, Famy, Siniloan, Mabitac, and Sta. Maria). Two problems ensued in the prosecution of this project. First, in which of the eight municipalities should it be erected; second, the suitability of the site and the fund for the acquisition thereof. After it was finally decided that this hospital should be erected in the municipality of Pakil which happened to be the second hometown of the late General Juan Cailles, former Governor of Laguna and the selection of a suitable site for the purpose, fifteen (15) prominent and civic minded residents of Pakil owning the area selected, voluntarily and heartily donated their respective pieces of land aggregating to one hectare, more or less. Upon completion of the building on July 28, 1956, to be exact, the Gen. Cailles Memorial Hospital came into being. Thru the initiative of the Chief of the Laguna Provincial Hospital, Dr. Jose T. Kamatoy, a set of hospital personnel was assigned to commerce the operation of this hospital. It was with sacrifice and much scrimping on the part of this hospital staff that the precious equipment and facilities of this institution were maintained and improved to a satisfactory standard up to the present.
At first, this Hospital was operated as part of the Laguna Provincial Hospital. However, with the passage of Republic Act No. 1600, this health institution became independent from its mother, and it was since then financed jointly by the National, Provincial, and Municipal Governments and from donations received from the civic minded officials of the lakeshore towns.
The necessity of expansion arose almost immediately. More and more people looked upon the hospital for medical guidance and assistance. Even patients from the municipalities of Polillo and Infanta, Quezon were being brought to this Hospital by reason of their geographical locations. There were times when even the halls and corridors had to accommodate bed patients. Such was the situation when all sons of Laguna holding high positions in the National and Provincial Governments, particularly the Hon. Senator Estanislao Fernandezz, Hon. Governor Felicisiomo T. San Luis and Hon. Congressman Wenceslao R. Lagumbay took interest in the welfare of the hospital. Civics and enthusiasm, like contagious diseases, fired others into chipping in. Different drug companies pitched in with cash and equipment. To many other persons gratitude is hereby extended for their help though how indirect the same might have been given, which made possible the construction of the garage, the boy's quarter, the covered pathway from the main building to the nurses' dormitory, including the purchase of some much needed equipment and apparatus. The Philippine Charity Sweepstakes Office donated the ambulance, the Nurses' Dormitory, including the purchase of the operating table and other surgical instruments. The morgue and the out-patients department were financed from pork barrel allotments of senators. Sensing the indispensability of fencing the hospital site, of completing the lightning facilities and of providing tennis and basketball courts for the personnel, the Staff accumulated funds by caroling during Christmas Seasons in the different municipalities of the Baybay region.

Sa magkatulong na pagsusumukap ni Alkalde Cririlo Balubayan at kinatawan Wenceslao R. Lagumbay, naitayo ang pagamutang bayan. Sinimulan ito noong September 18, 1954 at pinasiyaan noong July 1, 1955.
